ECPC Morehead / Crystal Coast Pain Management Center offers a comprehensive range of services for patients with acute or chronic pain using diagnostic studies, physical examination, detailed history of pain, and a careful evaluation of past records and treatments. Our goal is to develop an individualized treatment plan to reduce or eliminate pain and improve your function. Our highly qualified professional physicians provide a wide variety of treatment options that include x-ray guided spinal injections, epidural steroid injections, radio-frequency ablations for back, neck and shoulder pain, sympathetic blocks for nerve pain, SInergy® for sacroiliac pain, Mild® for lumbar spinal stenosis, trigger point injections for muscle pain, spinal cord stimulators for severe and chronic neuropathic pain, discography for diagnosis of disc pain, as well as medication management, PRP (platelet rich plasma) therapy, and adult stem cell therapy.

Dr. Debra McCutcheon, MD
Dr. Debra McCutcheon is board certified in anesthesiologist and interventional pain medicine. She joined the team at Crystal Coast Pain Medicine in 2013. She obtained her medical degree from the University of South Carolina School of Medicine in 2007. Dr. McCutcheon then went on to Wake Forest University Baptist Medical Center where she completed her residency in anesthesiology. She then continued at Wake Forest to earn fellowships in regional anesthesia, acute pain management, and in chronic pain management. Additionally she has a bachelor of science in business administration from University of North Carolina at Charlotte. She is a member of the American Board of Anesthesiology, North Carolina Society of Anesthesiologists, American Society of Regional Anesthesia, North American Neuromodulation Society, and the Pain Society of the Carolinas. She has served as a speaker with the Lazarus Project to help promote responsible prescribing habits and educate other providers on prevention of opioid misuse, abuse, and diversion. She has a special interest in ultrasound guided techniques, stem cell therapy and spinal cord stimulation. She is a North Carolina native and enjoys living on the Bogue Sound in Carteret County with her husband and three children.

Jessica Foley, PA-C
Jessica Foley joined Crystal Coast Pain Management in 2021. She is a nationally certified physician assistant by the NCCPA. She has been practicing/specializing in pain management since 2012. She received her Bachelors of Science in Biology at Carlow University, and her Masters in Physician Assistant Studies from Duquesne University, both in Pittsburgh, Pennsylvania. She is a member of the American Academy of Physician Assistants. She is skilled in preforming Trigger Point Injections. She is passionate about exercising and tries to stay as active as she can. The loves of her life are her son and her dog. Weather permitting, she tries to be outside and be as engaged and active with them as much as possible.

Emily Leonard
Emily Leonard, MSN, FNP-BC, is a dedicated healthcare professional with over 20 years of diverse experience in the medical field. She joined the Crystal Coast Pain Management team in January 2025, bringing her wealth of knowledge and commitment to patient care. While new to the field of pain management, Emily’s career journey reflects her versatility and passion for improving lives.
Emily began her career in cardiology as a registered cardiac sonographer before transitioning to nursing, where she provided exceptional bedside care in ICU and CICU settings. Her pursuit of excellence led her to earn her Master of Science in Nursing from Chamberlain University in February 2021. Shortly after graduation, she became nationally certified by the ANCC and embarked on her journey as a Family Nurse Practitioner in primary care. During her time in primary care, Emily’s dedication and compassion earned her the United Hero Award in both 2023 and 2024.
Outside of work, Emily enjoys relaxing at the beach, sipping piña coladas, and solving puzzles while embracing rainy weather. She is excited to leverage her extensive healthcare background and patient-focused approach to make a meaningful impact in her role at Crystal Coast Pain Management.

Dr. Angelo Tellis, MD
Dr. Angelo A. Tellis obtained his Doctor of Medicine (M.D) degree from the Medical University of South Carolina and completed his residency training at the Medical College of Virginia. He has board certification both in Pain Management and Physical Medicine and Rehabilitation. He attended Marshall University for his undergraduate degree on a full academic scholarship as a member of The Society of Yeager Scholars and gained experience from studies abroad at Oxford University (Christ Church Campus) and at an international college in Cannes, France. He graduated summa cum laude with a major in psychology and pre-medical curriculum. He has furthermore received national and international post-graduate training in the emerging field of Regenerative Medicine, with an emphasis on orthopedic and cosmetic procedures. He has worked with leading experts in the field and his specialized skill set includes PRP and stem cell treatments with fluoroscopic guidance. He has been practicing medicine in North Carolina since 1999, and is privileged to be the first physician to introduce these powerful new techniques to Eastern, NC. Dr. Tellis is a native of Charleston, SC and is married to his wife Sarah, who is the CEO of a Christian nonprofit organization to stop human trafficking called True Justice International. They have three wonderful children. He has participated in medical mission trips to Greece, India, and Africa. Dr. Tellis has both Greek and Italian heritage with his family in Greece coming from the island of Chios in the Aegean Sea.
